LCA means The H-1B Labor Condition Application (LCA) is an application that an organization must file with the US Department of Labor (DOL) to hire a foreign worker in specialist employment. Specific labour conditions, including the salary given to a foreign worker or the supply of eligible American employees for the post, must be certified in the LCA.

The LCA document must be submitted electronically through the Department of Labor’s iCERT system. The LCA has a filing fee of $460.
