What is the PGWP?
The Post-Graduation Work Permit (PGWP) is an open work permit available to specific international graduates from Canadian educational institutions. This permit enables graduates to work for any employer across Canada and allows for the flexibility to change employers without restrictions.
The program aims to attract and retain skilled and educated individuals from abroad, serving as a pathway to permanent residency for those who wish to remain in Canada following their studies.
PGWP Requirements: Who qualifies for a PGWP?
It is essential to be aware of the criteria for obtaining a Post-Graduation Work Permit:
- If your study permit application was submitted after November 1, 2024, you must have completed a program of study that is eligible for the PGWP. Note that there are no specific field of study requirements for graduates holding a bachelor’s, master’s, or doctoral degree.
- You must currently possess valid temporary status or have exited Canada.
- Your PGWP application must be submitted within 180 days following the completion of your study program.
- You must have completed a program of study that spanned at least two full-time semesters, resulting in a certificate, diploma, or degree.
- You must have attended a Designated Learning Institution (DLI) and possess a final transcript along with a letter from the institution confirming the completion of your program.
- Both your DLI and the course of study must be approved for the PGWP.
- You must have maintained full-time student status throughout your program, unless you took a leave of absence or enrolled in part-time classes during your final semester.
- You must also demonstrate adequate language proficiency corresponding to your level of study.
What constitutes a PGWP-eligible Program of Study?
Individuals applying for a study permit after November 1, 2024, may be required to have pursued a specific field of study to qualify for a Post-Graduation Work Permit (PGWP).
It is important to note that the eligibility criteria for a PGWP have long mandated that the program of study must last a minimum of eight months, a requirement that will remain in effect. Consequently, the initial group of applicants who will need to demonstrate completion of an approved field of study for PGWP applications is anticipated to emerge in July 2025.
At that time, not all applicants will be obligated to prove that they have graduated from an eligible field of study. Those who complete a bachelor’s, master’s, or doctoral degree from a university will not be required to have graduated from an eligible program. Conversely, graduates from other university programs or college programs must ensure that their field of study is eligible, as these fields are associated with labor shortages and high-demand occupations in Canada.
What Are the Language Proficiency Requirements for the PGWP?
Starting November 1, 2024, all individuals applying for a Post-Graduation Work Permit (PGWP) must provide evidence of their proficiency in either English or French. The required proficiency level varies based on the educational program completed.
Applicants who have graduated from a university program are required to achieve a minimum score of CLB level 7 across all four assessed areas: reading, writing, speaking, and listening.
Conversely, those who have completed a college program must attain at least CLB level 5 in each of the four areas (reading, writing, speaking, and listening).
Application Process for the PGWP:
Graduates from recognized Canadian educational institutions are permitted to submit their PGWP applications within 180 days following their graduation. Applicants may be located either within Canada or abroad at the time of application, provided they meet the eligibility criteria and adhere to the 180-day submission window.
It is essential to present documentation confirming attendance and completion of the program, along with details regarding the program’s name and duration. Specific documents are mandated for this process.
Timeline for Submitting a PGWP Application:
To apply for the post-graduation work permit within the 180-day timeframe, applicants must satisfy one of the following conditions:
- You possess a valid study permit, OR
- You previously held a study permit, OR
- You were permitted to study in Canada without needing a study permit as outlined in paragraphs 188(1)(a) and (b) of the Immigration and Refugee Protection Regulations. This category includes private staff of diplomats, members of the armed forces from certain nations, and indigenous individuals, as well as those enrolled in a course or program lasting six months or less, which will conclude within the authorized stay period upon entry into Canada.
